CARE Hawaii Inc. is a behavioral health care organization looking for a compassionate and reliable Substance Use Disorder (SUD) Cares MA CSAC Counselor to support our statewide SUD CARES call center. We contract with the Adult Drug and Alcohol Division to provide these services, and employment is contingent upon program needs, satisfactory performance, funding availability, and compliance with Federal and State laws. This position involves organizing, coordinating, and overseeing non-clinical operations under the guidance of the Substance Abuse Clinical Supervisor. Duties include managing the information system, maintaining program files and call logs, and reporting data. CARE Hawaii offers support services 8 hours a day, 7 days a week, to help community members access substance use disorder treatment referrals.

Position Qualifications:

  • Minimum Education: High School Diploma or equivalent; AA, BA, or MA in Human Services or related field preferred but not required.

  • Minimum Experience: At least 1 year of full-time experience as a CSAC in a substance use or co-occurring disorder treatment program.

  • Required Certifications:

    • CSAC (must be certified or in the process of certification)

    • TB Clearance

    • Background Check

  • Required Skills: Mature, responsible, and reliable. Must possess clear, empathetic communication skills. Cultural sensitivity and awareness are essential. Must understand the basics of ethics, HIPAA standards, and problem-solving. Must demonstrate sound judgment, a strong work ethic, and integrity.

  • Technical Skills: Basic computer use (Microsoft Word Suite), fax machine, telephone, and text/chat features.

  • Working Environment: Indoor work environment, typically moderate noise levels, with the option for air-conditioned or well-ventilated spaces.

  • Special Demands: Ability to effectively respond to the diverse needs of a multidisciplinary team. Access to continuous, competent support services.

  • Consumers Served: Services provided to adults and adolescents, as well as families, meeting the criteria for SUD treatment.

Physical Demands:

  1. Ability to sit for extended periods and focus on a computer/tablet.

  2. Ability to manage high call volumes and communicate effectively both verbally and in writing.

  3. Ability to follow instructions and make appropriate referrals to rehabilitative groups.

  4. Frequent reading of printed materials.

  5. Excellent listening skills to respond effectively to consumers.

  6. Ability to handle daily interactions calmly and efficiently.

Duties and Responsibilities:

  • Respond to community members seeking SUD services via HAWAII Cares 988.

  • Provide culturally sensitive support through outreach, emotional support, virtual SUD counseling, public education, and referrals.

  • Receive incoming calls, document information, complete intake and screening forms, and refer callers to appropriate services.

  • Maintain knowledge of local and statewide resources available for individuals and families.

  • Establish trust with callers, assess their needs, and provide counseling using positive, empathetic language to promote resilience and coping.

  • Represent the program within the community and collaborate with other agencies and partners.

  • Use designated digital applications for SUD Cares services and to accurately collect and enter service data.

  • Direct callers to supervisory support for complex or unusual situations.

  • Maintain real-time data on caller interactions, provider availability, and referral resources.
