Summary

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Special Operations Command (Army), Security Division, DCS, G-2, Fort Liberty, North Carolina.

Duties

  • Manage the MACOM DoD Intelligence Information Systems Security (DODIIS) Program, Communications Security (COMSEC) Program, Technical Surveillance Countermeasures (TSCM), and Communications Security (COMSEC) programs.
  • Review, develop, and analyze security directives.
  • Provide overall program guidance in the procedures, methods, and techniques used to protect classified and unclassified material.
  • Assist staff and subordinate combat elements in the preparation of security SOPs and implementation of difficult security measures prescribed by directives of higher headquarters.
  • Assist in the planning, developing, and coordination of complex system controls to ensure the security of MACOM procured, developed, and/or operated ADP systems.
  • Guide branch personnel in the analysis of unique problems and in developing new and improved techniques and methods for the command's mission.
  • Investigate contractor security violations, including loss, compromise, or suspected compromise of classified information.
  • Serve as work leader, Information Systems Security Branch and Information Systems Security Program Manager (ISSPM).

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a TOP SECRET (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) based on a T5 (or equivalent) investigation.
  • Employee may be required to undergo a polygraph and/or urinalysis testing.
  • Temporary duty (TDY) travel may be required up to 5% of the time.
  • This position requires the obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment. For more information, please see the 'Additional Information' section below.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as:

1) Monitoring intelligence information system programs.

2) Providing technical guidance on security SOPS in a variety of areas, such as, information, personnel, physical, and/or operations security. AND

3) Briefing personnel on the procedures for safeguarding classified information.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal Service GG/GS-12.

Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.

Education
