POSITION SUMMARY: Project HOPE seeks a Director of Operations to provide field coordination, security, and logistical support for an upcoming USAID Flagship Mental Health Activity. This five-year, roughly $50-$100 million activity intends to support the Government of Ukraine in accelerating development of a modern, evidence-informed, integrated mental health system at all levels. This system will foster enhanced accountability, efficiency, and transparency to effectively address the evolving mental health challenges faced by Ukrainians amidst Russia’s full-scale war against Ukraine, and during its recovery. The Director of Operations will be the Activity’s point person for program support, including: travel, security, motor pool, human resources, and procurement. They will report to the Deputy Chief of Party and coordinate the functions of their unit to facilitate implementation. Due to the nature of the position, travel within Ukraine and the region will be required. The proposed Director of Operations candidate must fulfill the requirements detailed below. This position will be based in Ukraine. Ukraine nationals are strongly encouraged to apply. The Flagship Mental Health Activity is anticipated to begin in November 2024. This position is contingent upon award. PRINCIPAL RESPONSIBILITIES: Review and adapt protocols and policies on travel, procurement, human resources, motor pool and logistics for the Flagship Mental Health Activity; Build capacity of staff on regulations and guidelines for the administration of USAID awards; Manage field teams across Ukraine and in restive areas; Provide advice to COP and DCOP on security profile, procurement needs, human resources, and emerging issues; Participate in security working groups and regularly share information with Project HOPE headquarters; Manage procurement of goods and services for the performance of the Award; Ensure compliance with USAID, USG and Government of Ukraine regulations; Oversee human resources for the Activity, including: hiring, promotion, termination, and professional development; Manage motor pool and travel for Activity in coordination with COP and Project HOPE Regional Director; Other duties as assigned. MINIMUM QUALIFICATIONS: Bachelor's degree in business administration, management, logistics, or a related field; At least 10 years of experience working in logistics, operations, HR, supply chain, or other management areas in Eastern Europe; Experience managing diverse teams in fast-paced environments; Background in development and implementation of policies and regulations; Familiarity with USAID procurement and award administration guidelines; Experience managing field teams; Strong interpersonal and communication skills; Fluency in English and intermediate Ukrainian language skills required.
